The solution according to the invention to this problem consists in that the brush body supports are mounted on the drum so as to rotate about an axis extending in the packing position parallel to the packing direction, in that two Dual brush body holders facing each other are respectively in driving relation to one another and in that a rotary drive is provided which can be coupled with the respective brush body holder, opposite the filling tool. In this case, the coupling element is directly brought, before rotation of the drum, into a neutral position in which the brush holder to be coupled, which is also in the neutral position, can be pivoted inwards. Apart from this positioning in the neutral position in the direction of rotation of the coupling element, no further change of position of the coupling element is necessary. The rotary drive can therefore be designed with the coupling element in a very simple and operationally reliable manner.
